Cicli B cyclocross from the early 1990s. Cicli B is a German brand based in Kassel and is well-known for its cyclocross bicycles.
This Cicli B frame dates back to the early 1990s and is made of Columbus Tretubi steel tubes. Tretubi literally means "three tubes" and the frame is built with three different Columbus tubes indeed. The main triangle consists of Columbus SL while stays and fork are probably made of Columbus Cromor or Columbus Aelle tubes.
