We are fairly certain that it has been manufactured by Compere a small Italian manufacturer, who were making bespoke titanium frames for big brands and artisans; Tigra; Coassin; Guerciotti; Pinarello; Colnago; Messori to name just a few. 

This frame has been crafted to a top standard with seamless welds, particularly special is the connection between the seat stays and the seat post, this has been fabricated in a very old-school fashion. The frame has been manufactured from high-quality titanium, a material known for its strength, durability, and lightweight properties, making it a great material for racing bikes.
